As a landowner and/or water user within PID you have four different types of bills that you will receive all with different durations for due dates. The following is a summary of the types of invoices you may receive and their typical due date:

  • Assessments
    • Assessments are invoiced in the beginning March and are due in two installments, splitting the total amount due in half. The first half is due on March 31, the second half is due on June 30.
    • Assessments are treated like taxes and are not optional if you own land within PID.
  • Water Bill
    • Water usage in one month will be billed at the beginning of the next month and will be due on the 15th of the following month. Please reference the Water Rates tab to see what the current water rates are for service. For example, if you use water in May, you will receive a bill in June, that bill will be due July 15.
  • Late fees
    • The District charges two types of late fees. The first is a one time 10% late fee on assessments. The second is a 1.5% charge on the water bill or any outside services
    • All late fees are due within 30 days of the delinquency.
      • For example, if you miss the March 31 assessment, the late fee will be due May 1.
      • If you miss the water bill due July 15, the late fee will be due August 15.
  • Outside Services
    • The District charges for outside services that are beyond the typical scope of O&M for PID facilities. These services include installing a new turnout for a customer, repairing a valve, or digging up a private pipeline.
    • These services are charges based upon the fully burdened staff rate plus any equipment used. The equipment and staff will be billed at a 2 hour minimum for service.
    • In addition, any materials procured in the process in performing the outside services will be billed with an additional 5% upcharge.
    • These bills are due within 30 days of invoice, typically we try to invoice at the beginning of the month.
  • Please note that, if you are leasing a property and fail to pay your bill, the bill will go to the landowner.
  • Failure to pay PID’s bills will go through the process outlined in the PID’s Rules and Regulations here

The District accepts payments via the following methods:

  • Credit Card
  • Check, Cash, or Cashier’s Check
    • Via Mail
    • In person
    • Via PID’s Dropbox

In the event the office is closed, the District has a dropbox where you can drop your payment off that will be processed the following business day

How does the District track my water usage and bill me?2025-06-25T12:19:53-07:00

The District tracks your water usage utilizing multiple tools. Collectively these tools help staff manage and ensure that the water you order is being sent to you and you are being properly billed for the water you use. These tools include:

  • STORM water ordering program
    • DSO’s to enter your water order ahead of time and enter the flow rate you request via the program on their iPAD’s
    • DSO’s will be able to adjust your order if you have a meter, or based upon flow that they measure across the weirs or flow meters they have in the system that will aid them in determining your diversion
    • Water Orders are reviewed daily in the office to ensure that there isn’t a discrepancy in your order vs what was entered as a form of auditing what is going on in the field
    • At the end of the month, all water orders are tabulated in the office and are invoiced out. Bills are typically sent out within the first week of the month
  • ITRC weir sticks
    • You may see DSO’s driving around with a pole with a plate on it placing it in front of boards at various check structures in the District. These devices are called ITRC weir sticks that conveniently measure the height of the water over the board and make an easy conversion for the DSO’s to verify the flow of water going through the canal.
  • Flow Meters
    • The DSO’s have access to various flow meters throughout the system such as:
      • Mag Meters
      • Propeller Meters
      • Mace Meters
How do I go about connecting to the District with a new irrigation system?2025-07-28T14:57:28-07:00

If you are intending in developing a new orchard and wish to connect a new system you must following the steps below:

  1. Reach out to the operations supervisor first to discuss the connection.
  2. PID will mark any existing pipelines in the area to ensure that you do not plant your orchard on top of District facilities
  3. PID will construct your new turnout in compliance with the PID standards either with District forces or a contractor PID retains
    • These costs will be borne by the applicant, however whomever is the landowner will have the ultimate responsibility for the bill in the even you fail to pay the invoice
  4. Your installation will need to be in compliance with the District’s standards

  • If your farm is north of the Main Canal, you will call the Northside DSO at (209) 613-4894
  • If your farm is south of the Main Canal, you will call the Southside DSO at (209) 613-4892
  • Please note, when you order water, the DSO will inform you when it will be available. PID cannot make water available on an on-demand basis, and you will have to work with the DSO to receive your water. You will be in line with the other water users.
    • The District staff will do their best to accommodate your schedule, note that we are not aware of your vacations or work schedules ahead of time and thus we request that you be understanding in when you can get water.
